I would say the same way you would make an intentional non-cursed object. There are not rules for it since they are normally made by accident, but if a player wanted to make a cursed object I would say he could.
If the object was not one that is already in the book I might have to come up with some requirements though.

Cursed items happen when you botch your roll. I see no reason you couldn't botch it on purpose.
The problem is that the curse is usually random. If you want to make a specific cursed item, or an item with a specific curse, you'd be going into DM-call territory.
Were I your DM, I'd let you decide the curse (within reason) if you add 5 to the normal DC to make the thing.

Cursed Items talks about random and specific cursed items. You can make a specific cursed item like any other item. As for making the random cursed item, ask your GM to be allowed to take 1 on your spellcraft check, thus intentionally failing badly enough to get a cursed item.
