I don't know who Ghaleon is, but I doubt he/she predates Shakespeare, who was the first to coin that phrase in culture.
Ghaleon is a badass villain from the video games Lunar: Silver Star, and Lunar: Silver Star Story Complete, Lunar 2: Eternal Blue, and Lunar 2: Eternal Blue Complete. He basically forces the heroines (and heroines) to play the role of devil's advocate as Ghaleon's plan is become a god to make the world free of suffering (which the party decides will cause stagnation in humanity).
I'm fully aware that Shakespeare was the original writer of that quote (even though I've never fully read Shakespeare novels due to being born with poor eyesight). I first heard that quote from the Segas CD video game Lunar: Silver Story though and not from Shakespeare.
