I don't plan every detail because the players will mess it up. I plan for goals that are to be reached. I have several ways for the players to discover the goal. How the players reach those goals is up to them. The only statted enemies are the ones designed to prevent or help with the completion of a goal. Statting bad guys just to see them bypasses is not fun.
