Greetings.
I am currently running CC. My players are about 1/2 done with Harrowstone at this point. I am trying to stay about a book and a half ahead of them. I am now reading book 3. Great fun so far enjoying the AP as well as my players also. After reading through the first half of Broken Moon I started looking at NPC werewolves; more specifically their stat blocks. I find it strange that a werewolf would use weapons. I imagine them myself becoming a bad ass natural weapon in hybrid form. So I guess I'm hoping to discuss two things here, first of all, am I alone in thinking a werewolf using a weapon is strange, and would it be a big deal to not equip weapons on the hybrid wolves in the AP?
**Oh and I understand it may have been this way forever and ever in D&D but I have yet to play a game with werewolves.**

While i personally don't find it strange (and have seen it done as a normal thing) you can change it if you wish. If i were to do so, i'd give them the Claws of the Beast feat (APG i believe) either subbing one they have, or giving it as a bonus. That would give them a Claw/Claw/Bite routine all as primary attacks.

From a design perspective, they are using weapons because otherwise each hit is a chance to curse the PCs with lycanthropy. Given the prevalence of werewolves in the game, more than one PC is almost certain to become a werewolf by the end of the adventure. Although a PC becoming cursed in such a manner can be an interesting plot point, having everyone become cursed complicates things greatly.
Remember that in Pathfinder, unlike 3.5, an afflicted werewolf requires a Con check to change shape, and gains no bonuses until they do so. A character in werewolf form is no longer under the player's control, and their alignment in wolf or hybrid form is CE, and may eventually drag down the PCs alignment, until the character is no longer salvageable.
From an in-game perspective, the werewolves are using weapons because they don't want to pass their curse. They're not recruiting, and don't want to go around creating an abundance of werewolves. Additonally, many of their weapons contain silver or mithiral, thus easing the slaughter of their own kind. I could see the wolves of the Shudderwood only bringing their teeth and claws to bare against another werewolf in ritual combat (and I agree with Rathendar in giving them Aspect of the Beast as a bonus feat, as it's always bothered me that they didn't have a natural claw attack), and reserving their weapons for battle against outsiders.

Great points brreitz makes sense they would use weapons to take down enemy Weres'. Passing the curse too easily would be problematic too. Perhaps Ill consider using Rathendar's suggestion and give them claws of the beast feat and limit the curse chance to bite attacks only. Save weapon fights for the big bads. Hmm thanks guys lots to consider but I have a lot of time to mill it over before my PCs get there.

IIRC, only natural lycanthropes (not infected lycanthropes) can pass on the curse, and then it's only with a bite (not claws or other natural weapons).
