This is only a minor issue for Celebrity bards, but it's a major issue for Demagogue Bards.
The Gather Crowd ability does not count as fascinate against the people gathered. This is a problem because the max number of people that can be Fascinated is 7, acquired at level 19.
The intent of the Demagogue's Incite Violence is clear: it's meant to get crowds of people to starting mucking stuff up. But at level 19, you'll just be getting 7 people in the crowd to be violent.
This is despite the Incite Violence text saying you select a number of people equal to your level to enrage. At level 19, that should be 19 people. But you can only fascinate up to 7 people at that level.
Either the stipulation for the members being fascinated has to be dropped, or crowds gathered are treated as Fascinated.
