In other words: Selûne (according to the current take of the "pantheon", since Sehanine=Selûne...).
Of course, according to older editions (pre3rd Ed.), dreams were a part of Selûne's portfolio - at least for the period when she was a greater goddess and a member of the more exclusive Netherese pantheon (before their fall).

With the whole Spellplague thing, is Selune now holder of the dreams section with Sehanine being the fey aspect or is it not listed in her portfolio? Very helpful though, both answers so far, yes.

With the whole Spellplague thing, I really don't know. Forgotten Realms deities now have a single word to indicate their sphere of influence (albeit in a very broad sense...). It has certainly been said by the designers that Sehanine is now just the fey aspect of Selûne, so it'd make sense that most of the compatible parts of Sehanine's portfolio are now part of Selûne's, e.g. dreams (which were once part of the latter's portfolio, so...). Less compatible parts from Sehanine, e.g. death, probably not so much, although that would make Selûne a lot more interesting.
Honestly, the spheres of influence are so vague/broad for many of the deities, it's really up to you (&/or your GM/group). Use the write-ups for the deities from previous editions (3rd was good, but 2nd was awesome!) as guidelines.

I second that. In my own games, I also use the pantheon of previous editions' FR. There isn't much information on the new version of most deities anyway.
