As I understand the way Multi-Weapon Fighting and Two-Weapon Fighting interact, TWF becomes MWF when you gain 3 or more arms, or at least that's what I've been told. The alchemist discovery vestigial arm adds an arm, so if he took TWF first and then took the discovery, which is legal in PFS, he would have WMF. The "additional resources" page says that no feats from the bestiary may be taken unless granted by a legal source. my questions would be would be, is this how MWF supposed to work? and does this count as a "legal source" in regards to getting access to MWF?

The legal source would have to specifically call out that this or that allows you to take the Multi Weapon Fighting feat by name.
Without the text in front of me, I can't really tell you if it does.

Vestigial Arm (Ex): The alchemist gains a new arm (left or right) on his torso. The arm is fully under his control and cannot be concealed except with magic or bulky clothing. The arm does not give the alchemist any extra attacks or actions per round, though the arm can wield a weapon and make attacks as part of the alchemist's attack routine (using two-weapon fighting). The arm can manipulate or hold items as well as the alchemist's original arms (for example, allowing the alchemist to use one hand to wield a weapon, another hand to hold a potion, and the third hand to throw a bomb). The arm has its own “hand” and “ring” magic item slots (though the alchemist can still only wear two rings and two hand magic items at a time). An alchemist may take this discovery up to two times.
Looks like no. What the arm does let you do is Two weapon fight and hold a shield, of let you have a hand free for something else like using a potion, etc.

What i currently like to do is use my regular arms to wield a 2 handed reach weapon while 3rd hand wields a 1handed adjacent weapon.
Some will surly confuse this with two weapon fighting but as long as i do not take an extra att(what twf really is) so i do not take any att penalties. Maybe this will be errattaed one day, but as writen, i enjoy dong this.
just picked up 4th hand and use it to bomb/drnk extracts or mutagen/ or handle a wand. May start useing it for a shield.
i look forward to getting the tail.
