As of now, ultimate combat has given clerics an archetype the does the same thing as the divination wizard.
So now it is even more of a stalemate. Both guys will be taking 20 on their initiative and getting 1/2 their lvl as a bonus to their initiative in addition to everything else. Both will be starting their first round casting time stop. etc.
