I personally think the illogical, gamist point of view is stupid and things that do prevent a character from being able to react to an affect (like being held, paralyed, or whatever, within reason), should either prevent or penulize severely the Reflex save. It kind of reminds me of the old 3E arguement that being dead doesn't actually prevent you from taking actions.
Granted, I don't think that the rules do prevent this to some extent. If you are paralyzed, and need to make a Reflex save to prevent falling into a pit, you can't take any physical actions, so simply can't try to grab the ledge.
