True Cognatogen?

It's not listed but would it be a reasonable leap that you could choose a a True Cognatogen for your grand discovery at 20th ? +8 to all mental stats ?

I'd say its not an outrageous idea--considering the conversion from True Mutagen--though it might (truthfully does) outshine Awakened Intellect. At lvl 20, you'd take the True Cognatogen in the morning and it would last halfway through your sleep cycle, thanks to Persistent Mutagen (arguably meant to include Cognatogens, of course).

Due to the duration you mention, True Cognatogen would fail to meet the qualification for being a permanent bonus, while Awakened Intellect would meet it (that being it lasting for 24+ hours). Because of this, only the latter will grant you extra extracts, skill points and languages. Also, it applies without having to take the penalties to physical stats. Lastly, Cognatogen causes ability damage to physical stats when it ends.

I would say it's perfectly reasonable to have a True Cognatogen grand discovery.
