Spell casting problem

I have a Sorcerer 13/Fighter 3 and I want to cast a 9th level spell. How can my character cast this spell? Is there a way of doing it? A feat or something?

Kaiyanwang has it nailed: You'll need to have a scroll of the spell. Or a staff that has that spell on it.

Your character cannot cast 9th-level spells under his own power.

13th-level sorcerers are limited to 6th-level and lower spells.

Even if you had gone sorcerer 16 instead of sorcerer 13/fighter 3, you'd be two levels away from 9th-level spells.

So, other than staves and scrolls, the only thing you can do is get another 5 levels of sorcerer. Note that this would put you at level 21, which is beyond the scope of the core rules.
