You can usually get a decent setup going pretty cheap - I paid $8USD for a Feather Portable, and a box of 10 blades is about $2USD.Get a grab bag of blades and try them out. Yuo will have a cruddy shave the first few times you try, until you get used to the angle required, and get over the "zomgIllpopanartery!".
You may or may not consider a basic after shave balm, or even some cheap cheap sorbolene.
Another thing to consider is using a little bit of exfoliant on the neck if its getting rough under there so you can ensure a clean surface.
DE Razor example - I use that one as it is small and compact, I need to pack it in my field gear. You might get a fullsize if you are keen.
I'm always looking for a better shave, and their being cheaper doesn't hurt either, so I'll have to look into it. Thank you.
In general I avoid after shaves because of the smell, drives me crazy and I couldn't find any unscented. However, it never occured to me to look on the internet for basic toiletries before. Some of reviews for the Sorbolene are amusing.
I'm a big fan of using exfoliant my-self. I've been told that their bad for the skin, rubbing off the top layer or something, but I enjoy the fresh clean feeling. I just have to...

Be forewarned- part of the crappy first few shaves will involve some truly, truly awful breaking out,
I never had a problem with that part, just the number of small nicks and cuts from my first go over. By my third go I had it down. Just done start with a Feather blade, they are ridiculously sharp and unforgiving... the milder blades are a good start.
