Why are Eidolons so rigidly limited?

I missed the part where you said it is RAW, but not RAI mostly likely to have them both active at once. The way you explained made many people think you were advocating having both out as RAI.

To the others the key is here-->As a result, he can only use this ability when his eidolon is not summoned.

These seem to fly in the face of what Outsiders seem to be like. I was planning on making a summoner who called upon a Guardian Angel but I have a hard time thinking of an Angel with an Int of 7 and No special abilities at all.

Can anyone tell me the reasoning behind limiting the Eidolon so much?

The Eidolon is not a true Outsider, it is essentially a projection of a much greater being created by the interaction between this being and the Summoner. Essentially the Base Form is reflective of something innate about the Summoner character itself. (if you chose a Snake Eidolon you're defining your Summoner as having an "inner snake" so to speak) The Eidolon doesn't get to change feats any more than you do because it's as much part of you as it is part of the Outsider it's projected from.

The Summmoner is intended to be the brains and magical brawn of the pair, What you need to do is think more along the "Angel" as it's physical aspects. (there are plenty of Angel stories where they do nothing but smite, after all :)

On the other hand there some benefits to this status, your Eidolon can't be hedged or banished the way ordinary outsiders can. Nor is it subject to being effectively slain forever.
