The question should be asked here:

You do not get a save if the bomb hits you, you take the damage. And the secondary effects of the shock bomb do not allow for a save, but the secondary effect is only for a direct hit. You get a reflex save if you get hit by the splash damage.

Nope. Bombs just use the range touch attack to hit or miss the main target.

Yes. The DC = 10 +1/2 alchemist level +int modifier.

Where does it say the shock bomb gets a save?

Compared to:

Concussive bomb*: When the alchemist creates a bomb, he can choose to have it inflict sonic damage. Concussive bombs deal 1d4 points of sonic damage, plus 1d4 points of sonic damage for every odd-numbered level, instead of 1d6. Creatures that take a direct hit from a concussive bomb are deafened for 1 minute unless they succeed at a Fortitude save. An alchemist must be at least 6th level before selecting this discovery.

If you notice the Shock bomb does not say a save can be made to prevent the dazzled condition. Whereas the Concussive bomb specifically calls out a Fort save for the deafened condition.

Ahh thanks guys for the clarification on this just got the APG last week adn running an alch for the first tiem and I want to do it right.

Hu. I hadn't noticed that there is no save. Dazzle isn't that bad though.

The creature is unable to see well because of overstimulation of the eyes. A dazzled creature takes a –1 penalty on attack rolls and sight-based Perception checks.

Dazzled just isn't worth a save to avoid. Compare it to to the other secondary effects that do offer a save and it's just weak.

So you can do something wimpy with no save or something quite a bit nastier with a save to avoid. Fair enough.
