Hopefully this is the right forum for this. I was looking at this PRc today and read over.
Terrain Dominance
At 3rd level, a horizon walker learns total dominance over one terrain he has already selected for terrain mastery. When dealing with creatures native to that terrain, the horizon walker treats his favored terrain bonus for that terrain as a favored enemy bonus (as the ranger class feature) against those creatures. This bonus overlaps (does not stack with) bonuses gained when fighting a favored enemy.
It appears as if you dont need to actualy be /in/ the terrain to get the bonus so long as the Target is Native to that Terrain.
It seems to me that, combined with those boots that add +4 to your favoured terrain bonus and picking the rght Terrain (say Urban)
You could easily get a large bonus against a large number pf creatures.
Say ranger 7/horizonw alker 3. Base Favored terrain of +6 Add in the boots for +10 and the Favoured Defense feat and your now +10 to hit +5 ac vs a huge amount of potential opponents.
It is a bit cheezy but given some of the stuff i see Posted im surprised You dont see Builds with this PRc in them more often (or even at all really)
Throw in more levels of the PRC and you can probly make your melee martial type able to deal with just about any situation.

That does make sense. It's probably a better PRC in Pathfinder, but it kind of miffed me when it lost the every 1d4 rounds dimension door ability (did anyone NOT take this at level 6 with this prestige class?)
Limiting this ability just kind of made it less interesting to me.
I think you are right though with the terrain bonuses. But if you look at this page:

Urban only has 4 things listed? Humans aren't urban? How do you tell if a humanoid is native to that terrain? And what about the ones that say "any terrain?"

Not sure how horizon specifially connects it to planeshifting. (yes im aware of the origonal prc)
That said the lack of say humans despite predominantly living in cities being Urban creatures appears to be a flaw in my plan. That said if you have a themed campaign It looks like it has possibilities.
Like Pirates or an underdark one or alot of dungeon crawls.. Though now that i have been alerted to the Urban issue it occurs to me alot of the creatures living in dungeosn might not infact have underground as a Terrain type :P
