During my last play session, my witch used baleful polymorph to turn a meddling would-be assassin into a tortoise. Having nothing better to do with my downtime, I paid to have the tortoise permanently enlarged for use as a mount.
Unfortunately, the only stats I can find for turtles are the giant snapping turtle in the Tome of Horrors Revised, and even adding two instances of the Young template to it to bring it down from Gargantuan to Large size leaves it a bit overpowered.
Does anybody have or know of a good open-content stat block for turtles? I tried ENWorld's Creature Catalog, but it's been a bit wonky what with their server maintenance over the last couple of days.
