looks like a drow with wings
fly 100, walk 30 cannot run with out feat and only at times 3
+2 int, +2 cha, - 2 con
+2 spot and +2 fly with your wings
+1 ecl
if you give up your first lvl feat you get twice the amount of your spells per day

Flying at first level is a tremendous advantage. The non-running would be a non-factor. Flying alone says "pick me".
Doubling first level spells is also too good. It should be at least a +2 ECL, but now the issue is that the hit points or lack of hit points would hold it back.I would have they flying limited, if given at all, and drop the double spells.
If you are a caster there is no reason mechanically to not take the race. I am generally against dropping caster levels, but I think this on would be good enough to justify it.
PS: It is early in the morning so I may be not getting my point across. In short, I think the race is not balanced well.

I agree that Flight at 1st level is too powerful (even if it were the standard 30 ft and not the monstrous 100 ft you listed). take a look at the sorcerer bloodlines that get you flight. Level 15+, often with a limited number of minutes per day.
Ability adjustments in Pathfinder follow a "+2 Physical, +2 Mental, -2 to either" pattern, and switching that to "+2 Mental, +2 Mental, -2 Physical" is unbalancing as well. You're essentially forcing all characters of this race to be arcane spellcasters. What would this race do if confronted by beefy orcs with anti-magic fields?
And the incapability of running seems entirely arbitrary to me. I can't even begin to fathom what your design intent was there.
