Minimum Caster Level for Wands

Rules Questions

Shouldn't the Minimum Caster Level for any Wand be 5 since you must be 5th level to take Craft Wand? The book says otherwise (there are wands with CLs of 1), but that really makes little sense to me.

You can always undercast when creating a magic item. Otherwise ever healing potion would have to be 3rd level, too, and cost 150gp.

Minimum caster level is the minimum level at which one can cast the spell, not the minimum level required to acquire the crafting feat.

Ahhh, I was unaware of that. Every wand found as treasure is assumed to be minimum caster level, correct?

Unless the description says differently, a wand is assumed to be of minimum caster level necessary to cast the spell.
