If you're playing a goblin, chances are VERY good that you want to play an underdog character, first of all, so only speaking Goblin is fine.

And if you're playing a goblin, you're not playing a core race, so your GM needs to do a little bit of extra lifting to make his campaign work anyway. Deciding on whether or not the goblin PC gets to speak Common or not is part of his job.
