Ok, it came up in a game I was playing in tonight where a enemy bard was using bardic performance inspire courage and the GM wanted to cast a spell with a verbal component and one of the players who is currently playing a bard in another game was pretty sure that you couldn't keep the bardic performance(singing)going and still cast the spell.
I'm thinking he can as bardic performance only requires a free action to maintain and basically uses the current singing component of the inspire courage for the spell.

Official answer:
Yes, he can cast spells. Yes he can swing a 2-handed sword. And yes, he can do all this while playing the bagpipes.
How? Because a bard doesn't actually have to play any instrument to begin or maintain a bardic music performance. Note: a couple bardic abilities, like Countersong and Distraction, actually do require a performance, but for everything else, no performance is actually needed.
Cites:
1. Good one.
2. Better.
3. Even Better.
4. Best.
See? I told you it was official.
