Alot of that is open to the DM for me personally the given price is the cost to create the item.
The price to buy the item should have a mark-up of perhaps 20%, possibly as high as 50%.
The price when you sell an item should be about 50%, since the person buying the item will likely have to wait for an opportunity to sell it.
Non of this is RAW it is more economics....
The shop keeper has to mark up the prices for overhead and taxes...
When he buys an item he has to get a good deal and if the items are PC loot he might even offer as low as 20% of value to purchase all the unwanted items......

I believe Masterwork is included in the cost of a magic weapon and so it would only cost 8,012 gp to purchase that weapon. RAW say nothing about markup, that would be a decision made for a homegame

8,312gp is the full market buy price. This is the amount of gold you need to slap down on the counter of ye old magic shoppe to walk out with one
Selling one you have gets you half of that, so 4,156gp. This is what the owner of the shop will give you if you are looking to sell one you don't want
The cost to make one is Materials + enchantment cost. Enchantment cost is half the market price. In this case it would cost you 312 for the MW warhammer, and 4,000 to put the enchantment on it; a total of 4,312gp. There are a few skill checks, item creation feats, and time involved as well.
I think the cost to craft the hammer at the forge yourself is 1/3 the cost of the product. So with 104gp in raw ore and parts, a few weeks, and a bunch of craft:weaponsmith checks you could make it yourself.
These are the Rules As Written (to the best of my recollection.) Individual GMs and settings can change a lot of things.

Agreed but RAW has items being bought and sold by NPCs in business and making no money, (Which is what happens when you buy and sell items for the same price).
It does not fit....
Also many cultures and gameing groups enjoy haggling over prices with colorful NPCs...
We had one that told us he could not afford to buy all the stuff due to transportation costs to his shop and it would be expensive.
We deducted transport costs from the tranaction and agreed on a price.
The NPC then put everything into a bag of holding and paid himself transport costs!
