Rivereye glances back over his shoulder, curses in Elven, and then says a phrase in a magical tongue (aranearym soleai). His boots glimmer with an eldritch light and he scampers up the wall as if he were a fly, sticking to the underside of the balcony above and clambering over the balcony to its top. Soon, Thom has lost all sight of him.

The only way up, other than climbing up the straight wall, as Rivereye did, is to take the ramp on the right in the map. It meets the floor on this level at H11. I assume Thom will return to the room.

Thom returns back down the ramp, and is shocked by his companions conditions. He turns to Torrent, and mutters at her a vile curse, followed by "The bastard got away! I don't know how we will catch him now. I could not see if he had the case with him though."
He adds to the group, "You killed the flame wisp, didn't you."

Gomi moved to C7 >> Triggered Opportunity Attack from Wisp on Gomi >> Triggered Fist's Interupt Action Warden's Fury damaging Wisp >> Gomi took his Attack which Critically Hit Wisp >> Wisp reached Zero Hit Points >> Wisp exploded >> Gomi dropped to the ground.

Minor Action - Fist points at Gomi with his left hand while holding the Maul with his right.

Double Move Action - Choosing double Run Action so granting Combat Advantage (and -5 to attack) till my next turn and getting +2 Speed to each of my move actions. Speed 6 + 2 Run x2 Double Move = 16 spaces of movement.

Not sure on the path at the top of the ramp but will try to get beside Rivereye and use Free Action of Nature's Wrath to Mark Rivereye.
Initial path of move will be E9 to F10 (1 square) > F10 to G11 (2 squares ) > G11 to F11 (2 squares) > F11 to E10 (2 squares) > E10 to D10 (2 squares) > D10 to C9 (2 squares) > C9 to B8 (2 squares) = 13 squares of travel unless there is a quicker route; this leaves 3 squares of travel.

Fist dashes up the ramp as fast as his half-orc legs can take him, but at its top he discovers that there is another floor, with another ramp headed up to the fourth floor across the room. It is likely that Rivereye's direct assent up the side of the building is much faster than anyone would be able to take the ramps. That said, it's not clear where he might go from the top floor of the building.
Gomi needs to make a death saving throw.
A hum and a crackle are followed by a blast of lightning that fires across the north end of the room (Row D) blasting into Audric 9 lightning damage.

Audric nearly falls as the lightning courses through him, but for now he continues to stand there whistling a tune.
I'm down to 2HP, since I'm pretty sure my move and second wind never actually happened.
Sorry for not explicitly addressing it, but yes, your Second Wind did happen. I moved you next to the door.

Given that I'n blinded, I don't think I can use Insipiring Word, well except on me, which I don't want to do, can I? Since I can't see any other targets? So, I need a GM ruling on if I can or not.
A quick glance through the rules didn't turn up a definitive answer, so let's go with the answer that you can't heal someone you can't see. (Torrent will take care of it, so there's no danger to Gomi.)

That was my feeling as well. :) So, my play is simple. Stay where I am and roll a save. 1d20 ⇒ 13
Trying to get her eyesight back, Arrika stays where she is.

Torrent steps around the edge of lockers and calls upon the power of Melora to heal Gomi. Healing Word: spend a healing surge and gain 1d6 ⇒ 1 additional hit points.
As she glances around wondering what to do next, a group of guards, two dwarves and two half-orcs, pounds up the ramp with weapons drawn and demands that everyone surrender. One of the dwarfs opens a panel on the wall near the ramp and appears to disable the lightning trap. "Put your weapons down!" growls one of the half-orcs.
Fist, meanwhile, continues to chase after the fleeing Riverye. He races up the ramps to the fourth floor and out a door to one of the balconies just in time to see the gnome make an impossible jump of over 30 feet, clearing the 20 foot high fence and landing lightly on the sloped, snow-covered rooftop of a building. He then quaffs a potion, falls off the roof, and floats down to the crowd on the city street below.

Audric stumbles out of the lightning's path and approaches the guards, hands raised. "Gentlemen, let me assure you that we were not the instigators of this conflict."

Question Arcelius, did the gnome have the case with him before he fled from the group? And if not, did we see the specific locker it was being held in?
Thom sees the arrival of the guards with a sense of bitter resignation. The death of the Flame Wisp guaranteed that outcome, and also put a crimp into the diplomatic efforts of the other members. He offers no resistance to the guard for now.

Fist, with typical Half-Orc rage issues (he hasn't been to too many anger management courses), smashes his Maul a couple of times into the fence at the same time screaming after Rivereye, 'May the Wyrm of the Deeps find you in your bed and devour you and all your git for a dozen generations!'
Fist then takes a moment to use his high perch to look out upon what has become of his beloved High Pass.

After glancing around, Fist will attempt to charge down the ramp yelling, 'He's getting away. We've got to go. He's getting away.'
Until he runs into the Half-Orcs and Dwarves.
Not sure if this counts as a rest point and if surges can be spent. If so, then Fist would like to spend a surge to top himself up to full HP.

Thom: You have seen no case at any point. You're not sure which locker Rivereye was planning to open.
Fist: Looking from the balcony, you can see the battle continues to rage, although there doesn't seem to be much to see at ground level. Most of the combat seems to be in the frigid skies, as the Ragesians attempt to drop explosives on the city while the Gate Pass griffon riders fight to defend it.
As you turn to return the rest of the group, you are surprised by an odd sight. It appears that five or so people are unconscious and bound on the floor. Four of them seem to be wearing the livery of the Depository guards and the fifth is a hideously ugly gnome, stripped to his underclothes.
