Does anybody know who drew chapter 3 of the 3.5 DMG? and if there just happens to be a more clear version of it somewhere? rather then the very small one archived on the WoTC website.

I believe he is referring to the background art for the first page of Chapter 3.

If so, the first-page art of every chapter is by Arnie Swekel (you can see his byline on the right side of the page, near the big ADVENTURES "header" along the edge of the page).
