Does Haste affect base speed or add to overall speed?

This seems to be a big debate in our group so I was wondering if there was ever a FAQ on this for 3.5 (I can't find one) or if Paizo has ever clarified this.

If it increases base speed by 30', then an unencumbered human could move 60', double move 120' or run 240'.

Also, I just wanted to confirm that the reference to "... to a maximum of twice the subjects normal speed...", would mean that an unencumbered halfling would only gain 20', and not the full 30'? Would the same apply to an encumbered human moving at 20'?

Yes if you are hasted and have a normal movement of 30' you double at 60' and run at 240.

You are also correct in that a halfling for instance would only gain 20ft of movement from haste, unless he were a monk or a barbarian and had fast movement.

The movement speed bonus that monks get is an enhancement bonus. The enhancement bonus to movement speed from haste does not stack with this bonus.

However, the barbarian speed increase is cumulative with haste.

Wow. Never noted that before. It's thrown us for quite the loop. Just never noted it that way.


The "Fleet" feat is also an untyped bonus, as is the rage power Swift Move. This may well be an oversight, but we've had discussions about the Carl Lewis the Barbarian - able to berserk and go 70' per turn.
