A player asked me if he could be from any country and not choose a faction. I told him he could be from any country he wanted and had to choose a faction. He told me he liked the game, but wasn't so sure which faction he wanted to play so he wants to wait a bit. Am I right, you can be from any country you want to be from, but have to choose a faction?

While a PC can be from any nation, they must be affiliated with one of the five factions from character creation. They do not need to be from the same nation as their faction, and can instead be allied with one of them based on their motivations and modus operandi. Thus, a merchant from Druma may wish to help Qadira gain a stronger foothold in the Inner Sea because they promote trade. Or a freed slave living in the River Kingdoms could support Andoran because they fight slavary. But if a PC has no faction you can not report their participation on paizo.com nor will they earn faction prestige for any adventures they play and will thus be behind the wealth curve.
