I am new DM and never played a sorcerer. I got the rulebook and the module Crypt of the EverFlame. One of my players rolled a elven one and I not sure if I understand them so here are some questions about his 1 level character.
1. It looks from table 3-14 that sorcerers can cast unlimited o level spell but limited to his 4 known from table 3-14?
2. He took the Draconic bloodline of a black dragon. He has claws from it and want to fight with both. What is penalties with claws for each hand if he didn't take two weapon fighting feat?
3. When can he use his Bonus Spells? If I read correctly, it is the level next to each spell?
4. When can he take the Bonus feat? I know he has one on first level and he choose Arcane Strike.
5. He wants to use his feat Arcane Strike on his claws. Can he use like that and does it effect both claws?

Correct

He has no penalties for using them both because their natural claws, as such both work at his full attack bonus. (On a side note, if your player wants to run a Melee sorcerer he is REALLY screwed unless you change the claws to be at will instead of the STUPID limited uses

Your referring to his Bonus Spells Known? If you want the sorcerer class to be balanced to the Wizard class you'll slip those up 2 levels, such that the sorc gets those spells known at the same level the wizard, cleric, AND druid all get their spell levels, and throw him a bonus spell per day at that level.

At level 1 he gets eschew materials as an automatic bonus feat, the first level one isn't optional. Other than that he takes them as the opportunities come up (the chart lists several levels at which those appear)
5. He wants to use his feat Arcane Strike on his claws. Can he use like that and does it effect both claws?
Yes he can, and yes it effects both claws

Kirt covered it mostly but...

You choose 4 zero level spells those are in your "Spells Known List". You can cast any zero level spell you know an unlimited number of times per day.
Similarly you choose 2? (refer to chart) first level spells and add those to your 'spells known' list. You can cast 4-5 (3+ your bonus spell(s) from Charisma) first level spells per day choosing from your list first level spells known each time.

Congratulations on your new gig. I'm GMing for the first time in quite awhile myself. Have to admit I'm having lots of fun on the other side of the screen. :'D
If it's your first time GMing, I'd recommend not house-ruling anything for starters unless you're really sure about it. Things can get out of hand. Just play it straight, and tell your player who's doing an Elven sorcerer that if they feel they're too weak that you can take kryt-ryder's suggestions and power things up a bit.
Just to make it explicit, here's the total feat allocation for a 1st level Elven sorcerer:
* Elven weapon proficiencies (all bows, longswords, rapiers, shortswords, and any weapon that has the word "Elven" in the name)
* 1 feat of the player's choice for being first-level
* Eschew Materials, granted by being a 1st level sorcerer.
The Bonus Feats you're talking about (for the sorcerer's bloodline) don't become available until 7th level.

To clarify this statement, the Elven Sorcerer does NOT get weapons with the word "Elven" in their name for this reason. Those weapons are treated as martial weapons to elves, and sorcerers do not receive martial weapon proficiency.

This is correct.

As Kyrt suggested Sorcerer's would not gain proficiency with these weapons. These are considered martial weapons for them, fighters and rangers would gain proficiency with these but not sorcerers.
