I'm actually wondering if there's anything that says what Quah these various citizens are. Particularly Vachedi-- one of my players wants to play his escaped son in Age of Ashes.

Neither the Sandpoint book or the Anniversary edition mention any specifics.
So best bet would be to use the Map on the inside cover of Varisia Birthplace of Legends and use whatever Quah is closest to Sandpoint.
