on page 104 under fighting styles it says.
"Two-Blade Fighting Style: Because of your
focus on two-weapon melee attacks, you can wield a
one-handed weapon in your off hand as if it were an
off-hand weapon. (Make sure to designate on your
character sheet which weapon is main and which is offhand.)
What the does using an offhand weapon as if it were an offhand weapon mean? what else would it be? Is that a typo?

thanks, I think that makes sense to me. I'm just learning the rules now but it sounds like if I read over the normal attacking with two weapons section (in dmg?) the above will make more sense.
Another question I have. For the powers that are able to be used as either two melee weapons or ranged, does selecting it once give the ranger both capabilities? ie if he picks careful attack, can he choose to either use it for a ranged or melee attack depending on the situation or would he have to select it twice. ie careful attack melee weapon, careful attack bow?

A ranger that chooses the Two-Weapon option has more versatility in what he can choose to wield in his off-hand.
Every other class can only use a weapon in their offhand if it has the "Off-hand" weapon property listed in the equipment table.
A two-weapon ranger, however, can use any one-handed weapon in his off-hand. Use two long swords if you want, or two bastard swords. Or even two craghammers. Heck, you can even play a drow, grab a figurine of wondrous power, and run around with a scimitar in each hand if you want.
A ranger that did not choose this class option could still use powers that require a melee weapon in each hand, but they would be limited to using smaller weapons in their off-hand.

ok so I think I understand how the two weapon option works with the twin strike at will power.
Please correct me if I am wrong.

I haven't come across anything about penalties suffered, can I assume there are not any.
Thus it's Ranger (two weapon fighting style) Roger's turn to attack he uses his twin strike and attacks with the longsword in his right hand and then the longsword in his left hand. These attacks rolls have identical calculations and identical damage calculations.
Correct?

Well, they could attack with both weapons if they had a power like Twin Strike (there's a "tempest" fighter build in Martial Power, for example, that is designed for two-weapon fighting). But they still wouldn't be able to wield a one-handed weapon in their off-hand, like a ranger can.

The penalties, if any, are defined by the power that allows you to use both weapons in the first place. For example, the "penalty" for using Twin Strike is that you don't get to add your Dex or Str modifier to the damage you deal with your weapons (as you do with most other attacks).

Two-Weapons basically works as follows
A non-ranger with a weapon in his off hand does not get a separate attack with that weapon. Instead he adds a bit of damage to his normal attack.
A ranger can use powers like Twin Strike to get separate attacks with his primary weapon and his off hand weapon.
A ranger with two weapon style can count any one handed weapon as his off hand weapon, not just weapons with the "off-handed" property. For example, the ranger in the group I DM uses bastard swords as his primary and off-hand weapons.
