We just finished 7 Days to the Grave. I'm playing a Magistrate working for the Church of Abadar (a very lawful character in a very chaotic party full of vigilantes, blackjack enthusiasts, serial killer serial killers, and death-worshiping love-stricken poets). My character is finally willing to accept there may be some foul play involved with the queen (maybe she was the victim of mind control or doppelgangers, for example).
For my 1000 gp favor I asked permission to enter the vault and make use of the texts like the Manual of City Building and the Order of Numbers to see what the Lawgiver Himself (The only authority my character holds over the word of the Queen) would say concerning a situation where the Queen is suspected of foul play, both in terms of the criteria and procedure.
My DM has basically given me the OK to run with whatever theory I like, but I'd like to get some insight from you folks.

Some info I found in the guide to Korvosa:
-Arbiters do not need to follow an order from the queen which goes against the city charter and it's amendments, though the Queen can easily amend the charter.
-The queen may be evicted with unanimous agreement between the 5 noble houses + Seneschal + 1 arbitrary Arbiter. Even once evicted the queen retains her authority.
So no matter what the Church of Abadar says the most lawful way to begin would be to investigate the Seneschal. If he is found unfit to rule we could try and get him to resign or be put on trial. If someone who is opposed to the Queen takes his place (somehow), there's a pretty good chance she'll be evicted. And that's a good start.

If your GM isn't familiar with the seneschal you could mention that there are lots of judges in this forum who have already sifted the various books for the relevant information. (My PCs have been investigating the seneschal since almost the beginning of the path.)
