A shady looking character named Carlos in an alley will act as a buyer/gobetween with the black market, for a small finders fee up front of 10 g.p.
He says he'll meet you back here in an hour, with the stuff, if you've got the money.

Beldan agrees, but he’s fairly cautious. He heads back to the alley after about fifteen minutes, with no more gold than he needs to buy the stuff and pay the guy. He hides behind some barrels and keeps watch, making sure the guy doesn’t come back with some friends to mug him. Hide: 20+8 = 28 Spot: 5+1 = 6 … its dark in the alley, which makes hiding easy but seeing hard.
And he has his rapier with him just in case.
Assuming all goes smoothly, he hands over 110gp for the masterwork tools.

I don't know which is worse, having a character not used to having money, so he doesn't know what to spend it on, or a player that doesn't know what he wants his character to have! LoL!
Elgan looks at the largest pile of coins he has ever seen, and then slides it into his pack. He listens to the others talk about what they are going to spend theirs on, and even goes with Harvak to the smith when he purchases his axe. Later, as the others are gathered for a drink, he is still pondering,...

Yes I did. You don't see anything, just some pigeons breaking air and scattering off into the sky. You get that eerie feeling you're being watched, but that's it. What do you do? Give him the money?

Gittik:
A big, burly human(?) matronly woman brings her teeth with her to the door. A human cub about your size, face damasked with snot and dirt holds her apron strings. The mancub concentrates intently on you as it digs in it's nose.
"Hallo. Can I help you, child?" she asks you.

eventually, she tells Gittik that Jane's at work at the book place. She'll be home at supper time. It's this meal everybody eats together at night. If he wants, she can tell him how to get to the book place.

They also ask if you know how to make masterwork dwarven waraxes and/if want some work; seems that demand's gone up sharply for them in the last few days.
Stig explains that he hasn't finished Masterwork school, but he does point out that the axe he is trading in is one he made himself.

"Harvak when walking about in the city always look down alleys and other such places in city. Harvak a little paranoid about all the places in here".
"Ah unnerstan's complet'ly Harvak." Elgan replies, looking down the alleys and hidey holes himself.

Elgan looks to the alleway he's passing, a habit he's subconsciously picked up from Harvak. He's just in time to see a housekeeper emptying a chamberpot out of a (British) first story (American) second story window. It's unwholesome contents splap to the ground, somewhat spattering a slumbering sot.
