All the internal evidence in #1 and #5 says that the Hellfire Flume belonged to Alaznist.
Should one assume that some border areas had changed hands? It looks as though Karzoug was losing ground, if so.
My PCs are very interested in questions like this: they want to know more about Karzoug's capabilities, and the possibility that he sank Bakhrakan is troubling them deeply.

I think you've misread, Mary. If Acrobat's Search function can be trusted, there's no mention of the Flumes in the Thassilon article, and the writeup on Sandpoint - which details the Flumes - specifically says "Alaznist, leader of Bakrakhan, built several destructive watchtowers called Hellstorm Flumes along the Rasp." Where did you see the reference to Karzoug building them?
Karzoug's border defenses were the giant statues of himself, such as the one whose fallen head is now Thistletop. The Flumes were all Alaznist.
Yeah, it was always my understanding that Alaznist's flumes faced off vs. Karzougs big statues. Sandpoint and Thistletop are two that were close to each other along the shared border.
The sinking wasn't caused by Karzoug, but there's no reason to let your players know that. Let 'em sweat.
