Folks,
My wife and I compiled what we thought was a pretty comprehensive article index of 3.5 articles from our complete Paizo Dragon collection but I can't seem to find this one and I know it is out there.
Instead of having a familiar, a wizard or sorcerer could build a specialized staff of some sort that mimicked some of the powers of a familiar and grew with the weilder?
Any info or leads would be very helpful to me, thanks in advance!

It's issue 338 that you are thinking of, "Staffing Issues", in which a wiz/sorc has a staff instead of a familiar, and the staff was available to gain bonuses (similar to a familiar), as well as being able to add additional cantrip uses, with feats available to further enhance the staff for even greater effects.

Staffing Issues is one of my favorite wizard options! Search around the forums - there are a few threads talking about it, including some insights from the author!

If you own Unearthed Arcana, you may want to examine the chapter on Item Familiars. I'm sure it's a different take than the Dragon article (which I've never seen), but the Item Familiar rules can stand in for your typical familiar using anything from staves to swords to rings and wondrous items.
I'd think you could certainly tweak them a bit to provide similar extras like additional cantrips and so on. Even if you don't own Unearthed Arcana, you can still review the SRD version of those rules here

That's right, there's those, there's an option in Player's Handbook II, and IIRC some in Complete Mage as well. I jsut have a character taking his first level in sorcerer and said "A familiar? Eww." So I'm collecting what I can to show him.

I'm still flying a flag for it down here in North Carolina as well!
I've got my own Rise of the Runelords campaign going. And I've given some of the Game Mastery modules a spin. None of us are poised for transitioning to 4.0 anytime soon. But that doesn't mean we won't examine it when 4.0 launches...or freelance some stuff with the new OGL/SRD when it appears.
In the meantime, however...game on! And game with 3.5...
...or maybe Alternity...
