I'm planning on re-writing Tsuto to be a Lvl 3 Swordsage from The Book of Nine Swords, instead of what he is now.
I'm still debating how I want to fit the Sublime Way into Golarion. One of my strongest inclinations has been to associate it with Minkai and Tien Xia (am I remembering that right?), though, so I'd be pretty okay with this plan.

My players fought Tsuto last night. Well, fought is such a strong word...he's a glass-jawed creampuff. One hit from the Shoanti barbarian's earthbreaker and he went down. Granted, that barbarian was enlarged at the time, but all Tsuto could do was flail at him with a flurry of girly slaps that did nothing and wait for the end (my players did do a good job of cornering him.) 15 AC and only 12 HP - two decent normal hits could take him down.
Looking back, I probably would have made him a swordsage; anything to make the fight tougher and more of a challenge.

My group fought him and he nearly killed them all.
I made his room slightly larger, and put in some furniture, and then used tumble to it's best advantage. In the end, he was forced to retreat, which he did handily, and now they'll have to deal with him again later.
The trick with characters like Tsuto, IMO, is to make sure they're more than just organic pop-up targets.
It's possible that he was more challenging here because I didn't allow much in the way of non-core crap.

I'm thinking of going the opposite direction as Eyebite and making all three of his levels rogue levels.
It's only personal taste because I like my monks more esoteric than that (a cad AND a monk?). I suspect the monk levels were in some way to represent the Asian feel of the character and his family, but since I'm ditching that whole concept, the martial arts skills are incongruous.

I think Swordsage 3 works fine, and he can still tumble around the room to take advantage of the cluttered terrain.
And afterall, if you are letting the PCs use Tome of Battle, its only fair that some of the bad guys get to as well.
*Although making the Sublime Way be a Minkai cultural thing is a bit cliche... but it still works, and plays well into his background.
