Suppose that a gun wielder lacks the quick clear ability and suffers a misfire (giving the gun the broken condition). Someone with the Gunsmithing feat can fix the broken gun in an hour. Couldn't someone fix the weapon by using the mending cantrip? How about the spell make whole? Are there some other spells or abilities that might help?

Unfortunately the issue that might come up is that while a misfire gives a firearm the broken condition, it doesn't actually state that it deals any hit point damage to the weapon, which is what those spells are designed around repairing.
Now it wouldn't be unreasonable to say that any firearm that misfires is reduced to half hit points. It's one of those, "Well Broken says something is broken when its reduced to half hit points, so we'll apply that same thing the opposite way." Which isn't always the right thing to do. If X means Y, does Y mean X? Some situations it does, some situations it doesn't. Staggered is a good example of this. It states "A creature with nonlethal damage exactly equal to its current hit points gains the staggered condition." Now if something is staggered due to a spell, does that mean its dealt that amount of nonlethal damage? No, obviously it shouldn't because that clearly not the intent of the ability and staggered would be the most debilitating debuff ever, so we have a president of Y not meaning X. This would mean that is more likely that it is just a fast status condition that applied to the gun for simplicity.
Mending and Make Whole might do it, assuming caster level was high enough to affect the firearm. "If the object has the broken condition, this condition is removed if the object is restored to at least half its original hit points." Obviously if we're going the broken equals half hit points route, the spell is solid and amazing at it will always repair the condition. However given that it is likely not actually dealing hit point damage there aren't any hit points being restored to the weapon. If no hit points are restored would those spells remove the condition? It would seem plausible to say no. Things can't gain more hit points then they have.
Plus on top of it, a 0th level spell shouldn't really negate the Gunslinger Quick Clear ability that takes grit. It feels a little weird to me at least, 1st level adepts being able to repair 3 broken sword cane pistols every day. Of course magic is Magic for a reason.
Now what happens to a firearm is damaged, yet not to the point of being broken, and then it misfires? Obviously it becomes broken, but where do its hit points move to? Does it always take half its max, does it just move down to half, or does it stay where it was and just gain the penalties?
In the end your GM is really going to have final say. The spells aren't worded in a way that just says they totally work and unfortunately a new spell wasn't added to cover it so it'd be obvious the old spells shouldn't work.
In my games I personally would say the cantrip couldn't manage it, but would allow the higher level spell to handle it. It's where I feel comfortable.
