The intro to WC says that PCs should be level 3 by the end of the adventure. I am not giving XP, I'm just having the PCs level at appropriate moments. I'm wondering though when the PCs should hit level 3? Is it before they go to the Feral Dog, before the face Filge, or at the very end after they get to the true tomb?

After the Land Family are laid to rest, have the PCs feel a great sense of relief as the spirits of the long departed are finally joined by their lost kin, Alastor. They sense that the door will now yield to their attempts to enter and that the total experiences of freeing these souls has prepared them for what lies beyond that door.
In otherwords, *ding* before the final foray into the Cairn. They'll need it.

So, what y'all are telling me is that a party of 5 (rather than 4) PCs with a Cleric, Knight, Rogue, Wiz/Rog, and a Ranger with a few potions, scrolls, and a +1 short sword should be able to survive vs Filge and the Undead in the observatory?
(Sorry if that question sounded like I'm being a jerk, it's hard to get emotion across in text without smilies. I'm actually asking the question because I want to be sure they'll stand a chance).

Definitely. IMC there were only four ill-prepared characters and Filge still went down like a chump.

Filge was definately a memorable event for my group. We had 4 PCs at level 2, by the end of it though we only had two that were still concious. (Don't worry the others survived.)
Now one of the PCs that managed to knock Filge out one of the windows to his doom has been given the nickname, the Defenestrator. Now whenever the party sees a BBEG and a window nearby everybody looks to him and smiles.
(In short, yes. 5 PCs will ruin Filge.)

Filge was nothing; the party waxed him in no time. They got hung up against the zombies though and lost two party members due to some unfortunately maneuvers and some bad positioning. The entire party remembers the encounter, though. I wouldn't change a thing!

Assuming a party of 4 that thoroughly explores the cairn, the party should gain enough experience for 2nd level while they are exploring the second sub-level. The party should gain enough experience for 3rd level when they defeat Filge and his zombies.
Filge himself is a bit of a pushover (although if he can get behind cover and cast spectral hand and ghoul touch, he can seriously hamper the party). His zombies are a tough fight for a low level party, because of their high hit points and DR 5/slashing. A cleric's turn/rebuke ability is pivotal for that combat.
