With Jason's 3rd preview, and the final clue (spyglasses are not silly!), it's time to post our final guesses as to what the remaining 13 cards could be. Here are my guesses:

24 Holly and mistletoe (While if I HAD to bet, I’d bet on Holy Water)
28 Lock
32 Mirror, small steel
36 Pole, 10-foot
39 Rope w/ Grappling Hook
44 Spell component pouch
48 Tent
52 Waterskin
So this begs the question, what the heck is #16? And what's going to be the second most expensive item in the set? Looking back at my guesses, I don't see anything that could be more expensive than a magnifying glass (100 gp) but less than a spyglass (1,000 gp).
The only items in the PHB that fall in between those are Everburning Torch, Alchemist's Kit, Royal Outfit, Heavy Horse, Riding Dog (You think this is what Jason rides to work?), Heavy Warhorse, and Light Warhorse.
One guess would be Waterclock instead of waterskin, but this has two problems: 1) it's not less than the Spyglass, 2) If there's a waterclock in this set and NOT a waterskin, I will be seriously pissed! :)
So I'm still at a loss for what's going to be the second most expensive item.
And what's #16? It has to come after Crowbar but before Dice.
Logically this leaves the following beginnings of words:

What words start with those? crutch, cynical, dart, diabolic...

No prize on the second most expensive item, so I'll make some guesses on that first.
Torch, Everburning would fit at 48 (instead of Tent)
Warhorse would fit at 52 (instead of Waterskin)
Lock, Amazing would fit at 28 (or Lock could cover it)
Alchemist's Kit would fit at 4 (as Kyle noted)
Horse, War or Horse and Cart would fit at 24 (instead of Holly and Mistletoe or Holy Water)
Outfit, Royal would fit at 32 (instead of Mirror)
So of the SRD choices, only Riding Dog seems outside the realm of possibilities. And it could be an alternate spelling of one of these items (much like Tinderbox instead of Flint and Steel).
Of all the choices, I'd be most willing to see Holy Water replaced with Horse and Cart, so that's my guess. The PCs in my campaign also have two Horses and Carts, so it would be practical.
Kyle, I like your guess as well. It's possible the backpack image is only for the box and not for one of the cards. It's also possible that image is for 41 Sack.

I spent some time looking at a dictionary to find terms in the appropriate range (http://lookwayup.com/free/list/browse.htm), but then I remembered one that I want which would also be a very useful proxy for certain magic items.
So my guess is a Deck of Cards.

If this set were Dragons Trove I would guess it would be some type of Diamond--but this set is for gear and it should be after crowbar---My official guess is "Crystal Ball"

Two problems:
1. Crystal Ball is a magic item, and these are mundane items.2. Crystal Ball was already covered in a previous item pack.
Argh! I'm an idiot! I just realized the cards are numbered in alphabetical order. Having realized that, my only guess would be Deck of Cards since Dice are included just after it, but Deck of Cards has already been posted. *sigh*
