I wondered if it woulf be proper to work out the mercenary company of House Vanderboren - the Jade Ravens - as an affiliation. The number active members are only four, but there are several older, retired or moved-up members consulting Savage Tidings #2.

That would be an interesting idea, Aureus - especially if the party is just starting the Savage Tide. The PCs would be junior recruits into the Ravens, and thus be the perfect reason why they start working for Lavinia in TINH (the "errand-runners", as Tolin Kientai called them). You also have a ready-made Affiliation Score boost in Bullywug Gambit when they race in to save their fellow members at Vanderboren Manor.
The members who have left the Sasserine membership could be either retired or tackling bigger and badder problems elsewhere in the world, but there would always be room for more skilled adventurers in their ranks as the PCs level up.
I think you've got room to grow with this, and plenty of sidequest opportunity as well. I say go for it! :)
