So the Scarlet brother hood (a grope in the Savage tide adventure path) is tide to the Suel Empire, Also in the Complete Arcane there is a Suel arcanamach which is also tide to the mysteries Empire; so I was just wondering who they are. Any and all info you can give me about them would be a great help.

I've just spent 15 minutes searching the internet to give you a nice link... but found none really good.
You could always download "living Greyhawk gazeeter", or "from the ashes" (history is more detailed) on this site (4 bucks, if available) !
The Scarlet Brotherhood is a kind of nazi country : they try to have the Suel (or suloise) people to stay pure (as a race, and also on a cultural, religious, language aspects).
But all Suel people are not like them !
If you read french fluently, I could e-mail you the small summary I did on the "beginning" of the Flanaess (the world of GH) for my STAP campaign to come.
Otherwise, I guess some people here could provide you with nice links about Greyhawk.

Some other good sources (if you can find them)are The Scarlet Brotherhood by Sean Reynolds and Fate of Istus, an old 2e module by several writers. There is a large section of Brotherhood stuff in that. Also, I think the Maure family (of Maure castle) was Suel so you can give that a look. Other than that, there doesn't seem to be a definitive source (fitting, I guess). The best stuff is in From the Ashes. Too bad, I read somewhere back in the 90s that Carl Sargent was working on a Scarlet Brotherhood sourcebook to add to his Greyhawk series, but it never materialized.

Yes, this one is also a good one, but doesn't really answer your question. It only covers the Scarlet Brotherhood nation (+ Amedio and Hepnomaland where they have settlements).
Basically, the Suel is a human ethnic group from the Flannaess (aka world of Greyhawk).
Be patient, I have to settle the BG before coming to the Suel (Suloise).
600 years before the STAP, the Flannaess was inhabited by the Flans (nomadic people, close to the age of stone habits and customs).
Amedio jungle and northern part of the Hepnomaland (a big continent south of the Flanaess) was populated by the Olman (close to the Azteq habits & customs), southern part of the Hepnomaland was inhabited by the Touv (quite close to african nations from the middle-ages, like the kingdom of Benin).
The 4th human ethnic group is the Rhenee (unknown origin), roaming a huge closed-sea in center Flanaess (gypsies habits & customs).
But around that time, two huge and highly magic nations had been fighting for decades : the Baklunish (arabian in customs and habits) and the Suel (kind of mixing between anglo-saxon / slavian / scandinavian).
The war waging, the Oeridian nation (kind of celtish nation, age of iron), in between, was invaded by refugees : they migrated east to the Flannaess, and so, met the Flan, fighting against them at first, then mixing with the survivors and settling with them in middle Flanaess.
Then, the Suloise (or Suel) invoked a cataclysm on the Baklunish nation, that was devastated in a large part.
The Baklunish invoked also a huge cataclysm on the Suloise nation, that was totally destroyed.
The twin cataclysm is like the "year zero" of the common calendar.
But some of the suel had anticipated, and had crossed the mountains to the east through a long tunnel, and entered the Flannaess.
They fought at first against the Oeridian-Flan, and each group allied with orcs, goblins, hobgobelins, ..., mercenaries.
Most of the Suel groups were defeated.
Some of them settled with the Oeridian-Flan.
Some went on to the north-eastern part of the Flannaess, and still exists to theses days in the Thillonrian peninsula.
They lost most of the knowledge of magic, and live like viking raiders (Jarls, skalds...).
A group went on to the south-eastern part of the Flannaess, in the Tilvanot peninsula, founding the Scarlet Brotherhood that would stay secret for more than 4 centuries.
The Scarlet Brotherhood, highly secretive, highly organized, has tried to keep the "purest" Suel blood, by having a pro-active politics :
- breeding programs,
- kind of "only Suel" accepted : religions (only Suel ones), language (suloise), customes, habits.
- they enslave human tribes (mostly olman) to have shock troops,
- they cross-breed monsters to create workers / troops and so on,
- they hate all other human groups, all semi-human races, and consider humanoids as useful servants...
Their strength is in the broad spies / assassins / thieves / monks organization that they have. They don't fight "face to face" : they assassinate, steal, disorganize other nations. You may read a little bit about the Scarlet in the "players'guide to the Savage Tide" (free download on this site).

Small quibble: the twin cataclysms took place in -421 CY.
Year 1 of the common calendar dates from the declaration of universal peace by Nasran I of the Great Kingdom of Aerdy, when he assumed the title of Overking.
