Yes. You must submit map turnovers with your adventure. And the grim truth is that a cluttered or hard-to-understand map can actaully cause us to reject an adventure; it's happened before, and I'm sure it'll happen again.
Now that said... the author of the adventure doesn't have to be the one who draws the map. If you have a friend who's a better mapper, ask him to touch up your map. There's also numerous software applications online and for sale that can be used to create maps. You might even be able to convince someone who posts here at Paizo to help you out if we greenlight an adventure proposal and you suddenly find yourself panicking because you have to draw some maps.
But yeah. In the end, you do indeed need to provide legible maps with your adventure turnover. I suppose it's possible to write an adventure that DOESN'T use any maps... but since D&D's basically about killing monsters and taking their stuff, that'd be tough.

Any chance you'd be willing to criticise a far-more-recent map? I can't post it on the website because DUNGEON's reviewing it along with a manuscript. If they like the manuscript, and the submission moves on to the revision stage, I'd love to improve the map as much as possible!

For those who don't know, Rob Lazzaretti is the guy who originally inspired me to try my hand at professional cartography, back in the days leading up to 3rd Edition. I fell in love with a starship map that he and Dennis Kauth designed for the Alternity game, and I set out to design more starships to match it for my game. Lazz's feedback was tremendously encouraging, and he gave me my first assignment at WotC: doing some diagrams for the Warships PDF.

Hey you know I was just thinking the same thing recently. We could really do something amazing in a collaborative effort! Hmmmmmm.......Big giant Map of Mystery or something like the map a week.

I hope not only one BIG GIANT MAP OF MYSTERY but a whole book of 'em!!! I would buy it on the spot!!!
