You might take what I recall is the Horror Adventures approach to fear immunities and expanded fears, immunities instead lower the fear level by a certain number of degrees. So here you could make it immune to Shaken and Frightened, lower Panicked to Shaken, and if something exists that takes you straight to Cowered have it inflict Frightened instead.
