Miniatures include a plastic slotted base. They are unpainted and may need some assembly.

I hope that you don't canonize a complete list of the Decemvirate. I have an NPC member clearly defined as one of the decemvirate (although he has never revealed his office) in my campaigns.

I sincerely doubt that we will—their anonymity, much like the Lords of Waterdeep in the Forgotten Realms, is part of what makes them fun. :D
