I'm really not sure what you mean with the "Longsword +2/-3", is that only while using a Longsword? Full Stats

Hello everyone!
Okay so I was asked to make a lvl 6 character for a one shot we are having tomorrow. Problem is that I've only ever been in 2 campaigns (got to level 4 in the first and still in the other one at level 4).
I have:
Do I: Roll a d20 for each weapon. -4/-4 penalty
Roll a d20 for each weapon. -?/-? penalty
I feel very lame, but you guys all seem to know what you're doing.
