I want to move the horse to a different stall so I can safely inspect the stall it was in.

Which stall is the cranky horse in? Jaek suggests opening the horse's stall gate and then opening the gate to an empty stall on the other side. Then have members of the group stand on both sides between gates, essentially creating a path so the horse can't escape but allow it to wander across into the empty stall. Once the horse is across in its new stall, Jaek or whoever will shut the gate.
Jaek looks for any sort of food for the horse and attempts to coax the mare into it's new stall.
