Nothing deep is going on here, but there is a fun set of loosely connected encounters while introducing the source of the "mischief." There's enough here for a GM to chew a great deal of scenery. There's a chase scene that -- with preparation -- can be exciting and fun for the players.
Things just happen in this adventure, and the PCs are merely there to witness them. If the PCs decided to not even show up, the adventure could proceed without any changes.
Most of the roleplaying encounters have little purpose and don't affect events. A potentially sympathetic antagonist has potential, but the adventure doesn't give the GM specific arguments to flesh out the character -- a real missed opportunity.
