And that right there is the problem. I like the idea of my players forming a witch coven. thematically, it works in all kinds of ways. If you want your players to be able to do this thematically then just modify the coven spell list, or limit how many times a power can be used. A

s a GM there isn't anything wrong with allowing 3 witches to form a coven so long as whatever bonuses it gives them are balanced for your game.

You want to know what pranks you should pull?

You have a prankster character in mind.
Why not write down a list of the pranks they have pulled in the anime and figure out how to adapt them to the setting that you are playing in?

You can use dancing lights and ghost sounds to make apparitions appear during someone's watch.

We do have rules now for creating a magical item that is similar, slotless, and had a CL requirement above what heighten spell would add.

Doubling the value (for a 4th level spell instead of a 2nd) you could argue that Ashiel's item is much better priced (330 gp for v. 150 gp)

Disclaimer:

When there is something that is noted as working within the rules, but does not give guidelines makes an attempt to figure out how you do it using the normal rules already in existence (such as touch attacks, splash weapons, etc).

You should highlight these sections some how so people know when they are getting into grey areas that are not covered by the rules.

I am confused do you want people to pepper paladins with antiaircraft fire? Or do you want people to keep criticizing paladins?

1.antiaircraft fire, especially as experienced by the crews of combat airplanes at which the fire is directed.
2.criticism; hostile reaction; abuse: Such an unpopular decision is bound to draw a lot of flak from the press.

If posters focus on Paladins bothers you then just start a Monk thread about flurry of blows or something.

I used to have a boss like that. We always had to make sure to leave some obvious sloppy mistake in our plans because he felt he had to change something. If he couldn't find an obvious mistake he would change some of the correct stuff just to exert his influence on the project. It was like living in a Dilbert cartoon.

If you have ready Wheel of Time the test for Aes Sedai and Wise One's is a good idea of the sort of thing that would happen in the Test of the Star Stone.

It isn't something that the you should be able to do based on gear or level.
