with the summon monster spells or allies, if multiple monsters are summoned at the same time, it's last all appear in the same box or the caster can choose independently their appearance slots anywhere spells in the coverage area?

I have a question on a point of order.
One of my players fight with a reach weapon, while having studded gauntlets.
He told me to with this equipment configuration control an area 3 meters around him in combat.
1.5 meters with studded gauntlets, 3 meters with a reach weapon at the same time.
From his point of view he changes weapon according to the situation as a free action to control its entire perimeter and execute attacks opportunities without constraints.

I struggled to find a point of ensuring rule me if this is possible or not.

After you have read I see no formal rules exist to manage areas in melee combat.

I find it a bit strange that archer is disabled for his shots in a melee (without the rights feats) while a fireball-lightning-alchemy bomb ... can perform a surgical strike.

Let me explain,
if a caster (or any other character) using an "attack zone" with its attack target "boxes" or what is the enemy, the boxes just outside the area that can hold but allies engaged in combat melee (or control) they are also victims of the attack?

example:

A wizard launches a lightning on the line of "bad guys."
Only the "bad guys" are assigned or "nice guys" too because of the fight they may also damage?
