I believe Silbeg (being a VO) likely knows that it it's a PFS scenario.
The comment is that since it's not listed as "Out of Retirement" and instead is listed as a seminar, there is no assurance that it's for PFS credit (and thus requires a PFS legal character); it could just be SRM running it for fun.
I'd be interested to know too.

Paizo occasionally offers retired scenarios at CONs, and the players get PFS credit. For example, I recently played PFS0-25: Hands of the Muted God (retired), GM'd by Tonya at our local CON.
In the case of Skeleton Moon, since the event says that PFS-legal characters are required, the expectation is that players would receive credit and that it's another one of those rare chances to play a retired scenario.
Generally speaking, if you're playing society PCs, it's a society game (and you are required to bring the resources for your character, books, chronicles, etc.).

Wow...I know what Pathfinder Society is. I also know that the " Pathfinder Society-legal character" is likely a drop-down option in their database and can be chosen for any game to help the GM get reasonable characters (the same thing has been done at previous Paizo Cons on on PFS games, I should know - Mona's had it a few years ago). This is also listed as a seminar.
Since the Paizo staff are human beings, and human beings make mistakes, it would be nice to know what the intent of this is since SRM is not typically involved with running PFS games.
The point still stands and the question still remains unanswered. ALL of the other events are labeled "Out of Retirement". This one is not. So your expectation is what Jack and others are trying to officially clarify since it's not clear.

It's for PFS credit. It's the out-of-retirement adventure that I've picked up to run for folks. I've run it at OwlCon and GaryCon both for PFS credit.
