I've seen several posts along the "no motivation" theme. I don't know if this is something the AP should have addressed more or not (it seemed pretty clear to me when I was reading up on it but YMMV) but from what I've seen, CotCT is, as written, a game for non evil characters.
Again, as written, it's heros saving a CITY from evil. I understand that can be boring for "experienced" players that just want chaos, but that's an issue with not matching the players to the correct game rather than a failing of the AP.

It also wouldn't be too much of a stretch for the Paladin to consider Ileosa's reign to be illegitimate or at least likely to be so. Remove legitimacy and you remove lines of thinking that start with "the law is the law."
It is no stretch at all. It is clear she is not the legitimate ruler. Royal spouses do not succeed to thrones. That would be too much temptation to murder. The law in Korvosa is fairly clear, the seneschal chooses the new monarch, but of course he is missing. Illeosa took over most of the reigns of power whilst her husband was ill, and she keeps hold of them through inertia, but her right to use them died with her husband. Still there is no one with an obviously better right so so long as she uses the power responsibly she should be tolerated.
That explains why Illeosa used a slow, disabling way to kill the king. She probably planned on charming the seneschal into declaring her monarch, then killing him before the spell wore off, but he resisted.
Paladins of Ababdar would probably still be a bad idea given that Illeosa eventually gets the Archbanker to support her.

Tough Question as Korvosa is a VERY human city.
However, I might suggest:
- Aasimar
- Tiefling (especially devil based)
- Tiefling (Rakasha based could be interesting)
- Other races that could pass for human (such as a Changeling, Kitsuné, or Sylph)
- Dhampir or Fetchling (could be interesting, but might have the wrong theme for this story)
Races that are traditionally mosters (Goblins, Kobolds, Gnolls, etc) will tend to be treated as monsters (a.k.a. Killed on Sight). This is true both in the city and in the Cinderlands. Exotic races that people would "think of" as monsters would also have the problem of being Killed on Sight (i.e., Ratfolk, Nagaji, or Tengus).
