Ashimar wouldn't just come out and say this in-game so I'll post this here for everyone...
Sooo here's some preliminary thoughts on my little epiphany... if House Arkona is indeed garnering favour with the people by providing food and stockpiling weapons... based on how the conversation w/ Cressida goes about the villa and raiding it or not raiding it... I'm thinking maybe we try and beat House Arkona at their own game.
If Arkona is getting ambitious and trying to start a civil war by becoming the prominent faction, then we enlist another house to help do the same thing... feed the people... have them use their contacts to get food into the city... get the people to rally behind them instead of Arkona. Heck Ashimar would even chip in her share of the loot to help with that...
I can think of two potential candidates... we could approach Tolenn's mentor who got us in to see the Queen or we try House Zenderholm since Akremdar helped rescue one of their own from a starving mob... We lay out all the facts to try and get food into the city as I'm sure the other houses wouldn't want Arkona to overshadow them... heck, we could even ask little Kando if he would like to change his profession from a chimney sweep to help distribute food to the masses instead since he somewhat owes us one ;
We've already stopped the weapon flow to arkona (I think... unless they're also getting them from other sources?)... enlisting another house to help the masses stops their influence from spreading as well...
Of course, the THIRD option is to support House Arkona and let them start their civil war and oppose the throne but Ashimar wouldn't go along with that because of what it would do to her precious city...

but my initial tough is : if you try to get the same "effort" from the other two house they will try to squeeze more gain for them in order to advance farther in this game of power.
To me the food shortage comes from the treasury being used to finance another 2 guard company ?
from a macro point of view it would help to understaind why is that hapenening? (in fact)
Now Cressida does have an more urgent thing to consider with outside forces being armed outside the city.
The thing also to consider is that maybe cheliax can use that instability to reclaim the city

Hi all. Things have been pretty rough. Between working, keeping all the house things going, like shopping and cleaning, and helping my wife....Ive lost my grip on time. I wish I could tell you things were going to get better, but I cant. I appreciate everyones checking in.
I had no idea this was going to occur when I started the game or I wouldnt have.
I'm hesitant to give anyone hope at this point. I hate to say that Im probably going to have to pull the plug on my online games, but I cant see through the problem to an end. I just don't have the time to do the game justice.
Im open to suggestions on how to continue. But, Im afraid Ill have to end things.

Hey Mike,
Thanks for the update. I'd suggest the same as Cedric, let the holiday's pass...things always slow down around here then.. and see where you're at in the new year.
As Cedric said, I and probably the others will still be here if you decide to return.
I hope you do, you run a great campaign.
