I think if I were the GM, I'd be reluctant to let someone use the bluff skill to conceal a communication with an enemy in the middle of combat and still have the enemy able to understand it.

There is the ability to lip read with a moderate perception skill, but how many people in combat are actually going to be concentrating on lip reading.

I suspect different GMs may rule this differently, but the only (very short) thread I have found kind of supports the - it won't work with command. Which on the surface would seem to make sense.

Yeah, good point on Command...I guess that one does have some language-dependent components. Too bad...I like the idea of just looking at someone and willing something bad to happen.

That said, I think there are some verbal-only spells that don't require language...I'll look into those.

This is probably a case where you can swap the spell out without retraining as it is only in your selected list due to a misunderstanding of the rules.

Key thing is when you use the Silent Spell feat, you are not required to be silent, but you "can" be if you want to. See below:

You can cast your spells without making any sound.

Benefit: A silent spell can be cast with no verbal components. Spells without verbal components are not affected.

Level Increase: +1 (a silent spell uses up a spell slot one level higher than the spell’s actual level.)

Special: Bard spells cannot be enhanced by this feat.

My point is Necress is deaf, not mute. She can speak when she wants to so after the silent part of the magic is done, she says the actual command aloud, or based on the feat above, she just says the whole spell aloud because, while she can use spells with out verbal components, she doesn't have to.

But being deaf, if you speak out loud, you have the spell failure chance. But if you don't mind suffering that there is nothing to stop you using command.
